Welcome to the local government NZ Building Consent Authority (BCA) Accreditation Resource Kit. This resource kit has been put together to assist councils in preparation for BCA Accreditation. The kit also provides alternative options for the councils who are at the stage of reviewing their systems as part of the ongoing development and maintenance of their accreditation status.
The examples and contents of this website have been contributed voluntarily by councils that have already achieved accreditation. Their willingness to share the systems and processes that they have developed is much appreciated. The development of some of these systems was supported through the Department of Building and Housing's BCA Accreditation Assistance Package, whilst others were funded fully by individual council's, some used external consultants' expertise. LGNZ and DBH acknowledge the contribution of all BCA's whose material appears on this website. In doing so we also acknowledge the external consultants who contributed to the success of those BCA's and who's material is incorporated into the individual BCA systems.
It is important to note that even though the contributing councils have all achieved accreditation using the systems shown on this website that does not mean that simply copying that system or part of that system will ensure accreditation for another council. A number of factors are taken into account when an accreditation assessment is undertaken that will determine if a system or procedure that is accredited in one situation may or may not be acceptable in a similar but different context.

All contributors to this website have achieved accreditation. As with any operational quality system there will be ongoing improvements to the way that an organisation works and this will be reflected in changes to the system and procedures currently in use by any BCA. If you intend using any of the information on this web page be aware that the contributing BCA may have further developed their procedures and systems.
For ease of access for users of this website contributing councils have been sorted by size into large metropolitan, medium and small BCA's. As stated above, there are a number of factors that are taken into account by the BCA Accreditation body (IANZ) than the comparative size of an organisation. However users of the website may be more likely to find a suitable option for their own specific need in a like sized council.
