Coastal Management

The Regional Affairs Committee have resolved to set up a Coastal Management Working Group (Click here for more details on the RAC) to:

  • Consider the role and mechanisms of the Crown in allocation of coastal space (to free up use of common space)
  • Identify options for better integration of decision-making in coastal areas
  • Respond to the Review of Aquaculture Legislation
  • Look at areas where the Crown should have a greater role e.g. maritime safety and biosecurity.

Review of the New Zealand Coastal Policy Statement

The Department of Conservation undertook a review of the New Zealand Coastal Policy Statement in 2007.  The Proposed New Zealand Coastal Policy Statement 2008 was notified on the 8th of March 2008.   Local Government New Zealand  has lodged a submission with the Board of Inquiry on the Proposed New Zealand Coastal Policy Statement and presented the submission at a hearing in October 2008.  We currently await the Board of Inquiry recommendations to the Minister.  These are due out mid May 2009.

Aquaculture

LGNZ appeared before the Primary Production Select Committee in February on the Aquaculture Legislation Amendment Bill (No 2).  LGNZ supports the Bill but consider that there are some minor adjustments required to the Bill to prevent uncertainty in administration and interpretation.  Most focus during the hearing was on the experimental aquaculture provisions, though we also took the opportunity to raise ongoing problems and legislative issues around coastal occupation charging.  The Primary Production Committee is due to report back by June 2009.

An independent review of the legal framework for aquaculture has been initiated through the ministerial level Aquaculture Forum. There are two LGNZ representatives on the Aquaculture Forum - Ken Paterson (Chief Executive, Northland Regional Council) and Andrew Besley (Chief Executive, Marlborough District Council)

 

On 16 March 2009, Cabinet directed government officials to provide advice to Ministers by the end of June on a review of the aquaculture legislation, including, if possible, a draft Bill.  The RAC coastal management group will be providing input into this work.
