Challenges & Opportunities in 2009
The establishment of a new Government is a reminder of the powerful influence of the collective voice of local government. We have already met with the Prime Minister and several Ministers and laid a platform for engagement on policy development in the New Year. We will have a pivotal role developing and representing the views of our members to the Government on its proposed policies.
Our work is inextricably linked to the policies and funding allocation of central government. New unfunded responsibilities for councils can have a direct impact on rates levels. Similarly, infrastructure needs and requirements may be funded locally but have significant benefits for the country as a whole.
Councils are currently preparing their long-term plans, detailing their vision for their communities within the next ten years. The planning is within an environment of a new Government and economic uncertainty. Councils must balance the need to be restrained, with the need to maintain services; protect and enhance our communities; manage expectations about what ratepayers can afford and, of course, develop a long-term plan for their community.
It has been a busy year for Local Government New Zealand. We have represented our members' interests in a wider range of projects, legislation, policy, reviews and working groups. We have had successes and been able to effectively influence some key policies affecting local government. The New Year will be busy as we learn more about the impacts of the economic climate and the Government's plans.
We wish all of our readers a restful and enjoyable Christmas. For many mayors and councillors the holiday period may involve work: dealing with a range of issues including liquor bans, driving on beaches, summer events and, of course, traffic pressures which highlight future roading discussions!. Spare a thought for us as you lie on the beach over summer. Merry Christmas and a Happy New Year.
