"You can't have five wolves and one sheep voting for what to have for supper"
Referenda have been in the news a lot recently and not just in New Zealand. The New Local Government Network has just published a report which weighs up the advantages and disadvantages of referenda and comes to the conclusion that the concept has a large number of pitfalls. These range from the disregard of minority interests (the sheep and the wolves) to the potential for wealthy groups to unfairly influence the outcomes. They are also seen to be damaging to representative democracy. A copy of the NLGN paper can be downloaded here.
