The Good Practice Guide for Local Authorities in the Resourcing and Funding of Community Organisations

This guide, which identifies and clarifies community funding issues for local authorities, was launched on 4 February 2000 by the Hon Steve Maharey, Minister of Social Services. Most local authorities are involved in providing funding for voluntary organisations and there has been a clear need for guidelines on problems such as balancing the demands made by voluntary organisations for resources with local authorities legal and audit obligations. In addition, recent years have seen significant changes in community sector funding, such as central government move from grants to contract-based funding and the requirements of local authorities in governance and management brought about by the Local Government Act No.3 (1996). Local Government New Zealand jointly produced the guide with McKinlay Douglas Ltd. A multi-sectoral steering committee, chaired by Don Riesterer (a Local Government New Zealand National Council member) oversaw the project. Financial contributions were made by Auckland City Council, Christchurch City Council, Gore District Council, Invercargill City Council, Manukau City Council, Porirua City Council, Rotorua District Council and Wanganui District Council.
